About

The Heat Network Partnership is a collaboration of agencies focused on the promotion and support of district heating schemes in Scotland. The website offers experience, information and key contacts that will help boost the growth of district heating.

The Scottish Government‘s Outline Vision for Heat is for a largely decarbonised heat sector by 2050, with significant progress by 2030. District heating has a key role to play and our District Heating Action Plan sets out how we are taking forward recommendations from the Expert Commission on District Heating. The Scottish Government supports district heating through its £5 million District Heating Loan Fund and renewable district heating is a key sector of the £103 million Renewable Energy Investment Fund.

Scottish Futures Trust  (SFT) works to increase the efficiency and effectiveness of infrastructure investment in Scotland, and brings commercial expertise in infrastructure financing, procurement and delivery into the public sector. SFT provides commercial support to pathfinder projects to help develop and deliver district heating initiatives, and provides input to the Heat Network Partnership on the financing and procurement of such initiatives.

The Energy Saving Trust (EST) currently manages the district heating loans scheme and the warm homes fund on behalf of the Scottish Government.  Both of these programmes can provide can funding for district heating schemes in Scotland.

Scottish Enterprise is Scotland’s main economic development agency and aims to deliver a significant, lasting effect on the Scottish economy. Our role is to help identify and exploit the best opportunities for economic growth. We support ambitious Scottish companies to compete within the global marketplace and help build Scotland’s globally competitive sectors. We also work with a range of partners in the public and private sectors to attract new investment to Scotland and to help create a world-class business environment.

Scottish Enterprise offers a range of support tools to help companies take advantage of heat network opportunities, working with partners to increase the number of heat projects that are ready for investment and to encourage innovation by supporting projects in funding applications.

The Resource Efficient Scotland programme provides support to businesses, third sector and public sector organisations to reduce overheads through improved energy, material resource and water efficiency, and in doing so help cut carbon across public and private sector organisations. Our holistic approach to low carbon transition ultimately aims to help more businesses to reduce their emissions, save money and increase their competitiveness.

Resource Efficient Scotland offers support and advice to organisations wishing to investigate and progress district heating opportunities. Resource Efficient Scotland can provide independent support and strategic advice for organisations at every stage of implementing district heating projects, from the initial feasibility study to determine whether a project is viable, through to stakeholder engagement and implementation stage.

The Stratego project, funded by Intelligent Energy Europe and the Scottish Government, was set up to accelerate district heating uptake in countries across Europe. The project worked across 12 European countries, including Scotland, aiming to aid the development of effective heating and cooling plans and build capacities to deliver district heating on the ground.
